When does my utility billing cycle begin and end?: Subject to inclement weather, meter readings are taken from the 15th to the 15th of each month. Bills are then mailed out to customers during the last week of each month. Payments are due on the first day of each month and remain payable through the 10th. Penalties accrue at a rate of 4% thereafter.
